Do you know that as the husband and wife grow older, they lose their ability to hear each other? So what’s the point of marriage? If I may assume that what’s the point of marriage if you know that someday you will lose your ability to hear each other, then it won’t be different with what’s the point of living a life if you know that in the long run we’re all dead? Damn you marriage, damn you. And what a poor you are, life.
No need to act like a fucking wise person on blaming me cause am cursing this-oh-holy-life. Human got’s to have a sin and we’re only just a human, bloody ass. Let it becomes my own sacred problem with this fucking god. Is it a sin, of having no ‘g’ capital letter in it?
Your passion of sex, oh poor you are people who is making a marriage just for the sake of satisfying your freaking biological needs and your pride on achieving the most handsome, beautiful, richest, and glorious person in your own little width of life, or your oh-beautiful vested interest to hold god’s hand by having a heavenly veiled wife or maybe a signed forehead guy with a hanging pants. Or maybe a girl with a cross over her neck and a guy who has his Buddha or Gandhi books below his sheets. Do you feel such a heaven on that—uh? Congratulations if it is yes, beers!
Have you realized that satisfaction has its depreciation? That even the utility of your spouse—in doing sex—eventually will be degraded, and not so respectively similar with your passion which always sues you to have it more and more. How long you’ve been trying, to connect a dilemma between a monotonicity and a non-monotonicity? Hard, isn’t it?
I’ll raise my hand when someone asks who the person is over the earth having a difficulty to trust people especially regarding his faithfulness. Even when it comes to my friend’s case, there’s always my sincere pray deep down beyond every suggestion to them. There’s always my sincere pray deep down beyond my excitement on having a merry atmosphere and nice food in every wedding invitation I’ve attended. I’d blow my pray to them. And you may pray for me, a poor me, of being a skeptic on any fucking such a hell commitment matters in a relationship. But we may fall in love without being pro to the marriage, right?
Forgive me on having question marks too much in each paragraph. It’s just an effort from me to ensure that you’ve been trapped for so long in a labyrinth full of questions. That you’ve been considering before turning left, right, straight up, or step down. That you’ve been thinking before doing. I wanted to say that you’ve been researching before deciding a marriage, but it has been remained implicit honestly. Obviously just made it appears in an explicit way. Oh—forgive me, of having a lot of sorrows and mistakes.
This express is my own. Feel free to be agreed or not. But in the end, you can’t be such an egoist long after you have a family. Making your children as the reason behind your deep efforts to keep yourself in that marriage while you feel uncomfortable, that’s just fucking hurt for that children. And leaving your children outta there, letting them become beggars in certain traffic lights on the street, that’s also a form of creating slavery over your fucking passion of getting, marrying, and having an allowed and a routined sex with your past achievement, your ‘old desired girlfriend/boyfriend’. So go and get the answer of your questions.

When the trade goes into the things that are considered as taboo, yet they are essential for life.
We should know upfront. That I put a word “man” in the first order does not indicate that it is more respectful than the other one. It is only because “m” letter appears earlier than “w” in the alphabet order. It is such an unnecessary explanation indeed, just in case if there is a feminist or masculine (I could not find the exact antonym for feminist, could you?) minds this one.
This writing analyzes the form of comparative advantage in the case of a married man or woman. Sperm and ovum play their respective roles as its terms of trade. Furthermore, we use reproduction cells as the man’s and woman’s resources. As we are pursuing to considering whether the comparative advantage is still valid to create gains from trade in the form of a marriage, though we confine our analysis until the equilibrium of this marriage market. It is not because we could not find the answer, but it requires more assumptions and appropriate condition.
Maybe I will start from the definition of comparative advantage itself. Based on the Ricardian Model in Krugman (2009), a country has a comparative advantage in producing a good if the opportunity cost of producing that good is lower in the country than it is in other countries. For those who are not familiar with the opportunity cost, this is a cost of not being able to produce something else because resources have already been used. So, a country with a comparative advantage in producing a good uses its resources most efficiently when it produces that goods compared to producing other goods.
For instance, the US has a comparative advantage in spare parts production since it uses its resources more efficiently in producing spare parts compared to other uses. In contrast, Indonesia has a comparative advantage in textile production since it uses its resources more efficiently in producing textiles compared to other uses.
When we are trying to orchestrate this theory into the case of marriage, then we should formalize these ideas by constructing a slightly more complex model using the following simplifying assumptions:
1. There are only two admitted sex types; man and woman. This is not a kind of discrimination or I undermine the rights for people to consider which type of sex that fit for themselves, but it means to make it simpler
2. If the two countries in the theory are domestic (Indonesia) and foreign (the US), then “countries” regarding this case are man and woman
3. As only two goods which are textiles (Indonesia) and spare parts (the US) that important for production and consumption, in this case, man will have sperm as his product and woman will have ovum as her product
4. If labor services needed for Indonesia and the US to produce textiles and spare parts, then reproduction cells are the only resource important for the production of sperm and ovum
5. Reproduction cells productivity varies across sex types, usually due to differences in food substances, but the productivity and its supply in each country is constant across time
6. A marriage only happens between the different sex types. It is not a kind of discrimination or I undermine the rights for bi-sexes, lesbians, gays, or you name it. But rather because this is a “common type” of marriage and as we know that the assumption is needed just for the sake of making it easier to be analyzed.
Since there are no other issues about the economics of marriage that I have learned unless the one from Becker (1973), then I am using his theory of marriage (part 1) to support this theoretical analysis. In his paper, Becker stressed that there are two basic assumptions; each person tries to do as well as possible and that the “marriage market” is in equilibrium.
If I may assume that the sentence of “each person tries to do as well as possible” as a characteristic of this trade that man tries to sell his produced sperms to woman and woman tries to sell his ovum to man as well as possible, then the “marriage market” is in equilibrium.
Unfortunately, comparative advantage theory has its confusion. The trade (marriage) will only be beneficial if the man and woman quite productive in facing the competitiveness of trade. The benefit of competitiveness from trade does not only depend on the relative productivity to foreign, but also to the price of domestic production factor function (price of reproduction cells) relatively to the price of foreign production factor function. It means that the reproduction cells of man and woman should be able to guarantee that they may produce the healthy sperm and ovum.
The second one is that the competitiveness is not tantamount and creating disadvantage to either man or woman if the trade happens only based on the low price of reproduction cells. It means that the domestic industry should not be fooled by the foreign industry, or we used to avoid the appearance of violence against the marriage.
The third one is that there is an unequal trade in a marriage. Once, either each man or woman may exploit their reproduction cells in excessively producing either each sperm or ovum. And it may lead to the hurting each other.
In a nutshell, the comparative advantage does create gains from trade but the gain to a man and woman from marrying (doing the trade) compared to remaining single (keeping it autarky) is shown to depend positively on other factors such as affectionate feelings, incomes, human capital, and relative difference in their reproduction cells to produce the healthy sperm and ovum. Or in other words, marriage is not as easy as returning another palm side if you want to benefit each other.
Another conclusion is, since this is only a theoretical analysis (not empirical), so the tendency to be proven wrong remains possible.
I am always wanting and waiting for this kind of moment run through within my family. At the almost twenty nine years of my parents’ building of a family, it-will-happen, soon. Strange at first but I do not want to be too neurotic for this. I now believe that every one has their own judgment about what they have considered as their best choice of their life, as long as it is combined by the assumption that everyone’s freedom is restricted to the other’s freedom. So, I choose to tolerate it rather than arguing it and subsequently lose control. As Malthus ever said, that food is necessary to the existence of a man and that the passion between the sexes is necessary. But if I have a chance to imagine that Malthus is still alive today, I would very love to convey my thought to him that no wonder that a man always uses passion between the sexes as “the necessity of their food”. I repeat and boldly underline once again; a man. And I wish that he would not be offended, considering that he was a person trapped inside man's body.
Marriage, for me, is a terminology for every love birds who considered themselves in a well-prepared condition for having a further commitment. Yes, further commitment, and it sounds creepy. It is like a decision to freer the trade or to keep it autarky.

The difference of autarky and free trade appears in the value of (X – M). The value of (X – M) or current account indicates about how does the exchange occur within these two parties. If you contribute a lot outside, then your current account would be positive, vice versa.
I believe that a marriage of a man and a woman has the same criterion with a bilateral trade, ceteris paribus, assuming that the trade is only happened between the subjects; any trade-influence between families, friends, and relatives are not counted as well. So, a marriage of a man and a woman is like a bilateral trade in the open economy. If the trade in the open economy always creates gains from trade, the question is, is there any gains from trade in a marriage of two different kinds of sex?

Yesterday, I and few of my friends helped our faculty to conduct a seminar event by being a Liaison Officer team. We were divided based on our each job desk. When the event started, I was told to be a MOU and gift deliverer between the faculty and the institution that had a partnership with the faculty. What I want to address here is not about the event and my job desk, but it is simply about a small part of a conversation that happened during the event between me and a soundman.
At that moment, I was told to stand by from the right side of backstage. When the preparation started, I decided to get into the backstage and thus together with a soundman who already prepared inside. I guessed that he was a soundman from a rental sound system studio who had a duty to supervise the work of microphone at that time. My guess was right after he told me that he had to supervise the microphone during the event. Due to the small space and the cool temperature that we had in the backstage, sometimes we had a conversation and he started with a conventional phrase of question by asking me about my ethnic. I said that I am inherited by Sundanese, Javanese, and Malay ethnics. Of all the sudden time, his mimic was looked very confused. It may be cause of his thought that I have no clear descent. Then I tried to politely explain that my mother is a Sundanese, my father is a Javanese, and I was born in Pontianak where I grew up in a Malay people environment there. So, I concluded and told him “campur-campur” (a kind of mixture ethnics).
Every time I heard he spoke, I realized that he might not come from Java region. So I returned to ask the same conventional question to him about his ethnic. He answered that he came from Jakarta, West Jakarta at a precise. By hearing his accent, I did not believe him and I thought that he lied to me so I made sure and told him that his accent was a very bold of Sumatra’s accent. And this was completely right after he finally admitted that he has Batak as his ethnic and he just moved out from Medan since four months ago.
I was getting more curious after his lying and asked him why he decided to move to Jakarta from Medan without a blaming sound. He answered innocently that he wanted to live better by looking for job in Jakarta.

“Were you had no opportunity in Medan?”
“Nope, I had a job before, as a factory labor in a mining company there.”
“Really? As I heard, Medan is an important city in Sumatera and it has a better economy than the other cities in Indonesia due to the support of its mining and plantation outputs. So, you might be a good merit of its economic contribution there.”
“Hahaha I wished so. But yea, I was graduated from plantation school there. Then my destiny led me to the mining sector, so I decided to move to Jakarta.”
“Are you working in plantation sector right now in Jakarta?”
“Nope, as you can see that I am working for a sound system studio now. It is very different from what I expected to.”
“Yea, you are so true. I was just thinking that there is no plantation area in Jakarta, unless the ones outside, maybe it is inside West Java area. Do you know Bogor, Lembang, and Cianjur?”
“Yea, I know Bogor and Cianjur but not with Lembang. Where is it?”
“That is in the north of Bandung. You should go there one day, they have lots of beautiful plantation.”
“Right now, I do not want to work in plantation area, they have no prospect.”
“I did not suggest you to work in plantation area, I have no right. I am just saying that maybe you can go to a vacation there, they have a beautiful view. Anyway, sometimes I wanted to have a plantation and a farm you know, I think they are awesome. That is why, I am in an addiction right now to play a computer game haha. The name of its game is Harvest Moon, it is an old game since I was in elementary but I started to play again right now. The goal of the game is you have to run a plantation area until it has a 100 percent of utilization; farming, breeding, mining, and also socializing with people surrounding the area.”
“Hahaha, is it a distraction of Jakarta’s condition?”
“Yea, you are right, a little bit of distraction! Anyway, was it your decision to move here or were there any forces from your parents and family?”
“No, it was my own decision, there were no forces from my family. I am an oldest son, so I have to be independent.”
“Ah ya I see, but I was just thinking that Batak has its matriarchy tradition.”
“What is that?”
“That the burden is in the daughter’s hand. A reverse of Minang tradition, that every son has to be responsible to the family’s burden. No wonder that there is a term about “anak rantau” for Minang culture.”
“Oh ya, I understand.”
“Anyway, when you decided to move to Jakarta, you had an acquaintance here, right?”
“No, I was just supported by my dauntless (laughing).”
“Really? So, where did you live after you arrived here from Medan?”
“I lived first in my friend’s house. Then I started to look for job, it was a tough moment for me honestly. Until now I had a job and I rented a house sharing with my other friends.”
“Do you feel better than before right now?”
“Yea, I feel better, at least better than I was in Medan. I could buy things with my own salary and the important one, I could send money to my parents there every month.”
“It is very noble indeed! Have you ever thought that one day you will come back to Medan?”
“Yea, I wanted to but not now.”
That was the end of the conversation because I had to do my job desk at that time. But at one time, I suddenly remembered about a discussion in my first Regional Economics lecture few months ago. The discussion was addressed by my lecturer and the big question is “Why do we choose Regional Economics class?”.
The goal of the discussion was only to guide my lecturer so that he could provide what we expected to about the class. This was a simple moment but I found a deep meaning inside. It was started by my friend, Puji Lestari Anugerah, a clever and a low-profile student of Economics. She came from one region in West Java, named Garut. She is a Sundanese with a bold accent.
After introducing our name and concentration, we were ought to answer that big question one by one. Every student had their turns and then there was a time for Uji—her nickname, to answer the question. My heart was trembling when I heard her spontaneous answer. It sounded idealistic actually but looking after dozens of answer from each student in the class which mostly classic, her answer was an inspiring one.
“Okay, Puji. What took you to this class?”
“I choose this class because I wanted to come back to Garut, work there, and develop its resources.”
My lecturer once said that young people who considered themselves as idealists will turn to be realistic as they reach the age of 25. Is it true, or is it only his life experience that made him became wiser at his age? The certain thing is, I met a lot of these kind stereotyped men and women. They are no longer young and they talk the same. No wonder, I see people at twenties are the pathetic ones. It is no hard feeling for you who are not, maybe you are twenties but your mind is not, or you are not twenties and your mind is not? For a second, in a moment I heard they talked the same, I wanted to disagree. But the reality of a conviction in me that every one will pass through this phase always restricts me to do that. It may be cause I am about to make this one in a few months. Sounds like some kind of paranoid? I decide.
Many, many times your surroundings play an important role for you to see whether the dimension is wider or not. It is like glasses if you are myopic, they are used as a means for helping you to see further things. But at one time, as you are focusing your sight view in order to get your retina will capture the best sight of the outcome, they are restricting you. The limitation is varied, they can be formed as circle, oval, or square one, which is depend on its shape. As you can see through this shape, and you know that it is only a shape, why don’t you turn your head, seeing around, and realizing something? The opportunity is wide. Sometimes, it is not because we do not have an opportunity, but because we do not know that we do have an opportunity, and we do not know the way to know that we do have an opportunity.

There’s a time when you are forced to press the backward button on your life tapes. Then, there’s a time when this growing emphasis leads us to turn back into the latest remembrance of your childhood time, and when you already felt that it was the longest-time-ago of your memorial incidence that you ever really tried to remember about, a figuring sketch in my mind is always about the time when me and her went to the branch of Indonesia Red Cross in one city where I was born and grew up there, and found myself was injected by a needle around my middle finger. I forgot in what age it was but taken by the result, it was determined that we both had the same blood type despite of the other family members. That was the first time that I knew the word of similarity.
Undeniably, if you could give me a question about whom I stay on this until today is for, I will nail the answer that it is for her. Yes, someone who I may not talk in harsh manner with when the fight starts because if I do, it will only be broken to the pieces but never get the problem solved. Regrettably, I often do that.
She is the one whose face will never be agreed to be as same as mine by people. The most recognizable thing that she differentiates to me is her perseverance and it’s valid for the other children.
In our teen years, I am fat and she was thin. She was a desired girl and I am not.
She is the one who asked me to teach herself “how to get well understood in using a cellular phone in one week” and potentially made me mad just because she could not implement what I’ve taught correctly about sending a message.
Someone who walked one kilometer left behind me in the Singapore roads just because I could not slow down my speed of walk. I was mad at her only because she got fooled by the unoriginal luggage seller there.
She is the one who never cook any meal when my father out of town though she prefers ordering us to buy something outside. Otherwise she will get the cooking time started at 5 PM just because my father will arrive at 9.30 PM.
She is the one whose fried noodle will be finished by me in case she feels full at that time or considering by the level of her blood sugar.
She ever came to my room, hugged me, and cried on me while she told me that she miss one of her daughters out there at that time. Guess what I did, I was mad at her because she didn’t deserve to get acted like that.
Know what, suddenly I feel like there's a Korean guy side in me who cannot show the harmony of affection to the one he loves, it’s pretty ashamed feeling anyway. It’s being proved that there are three words of “mad” in all these paragraphs so far.
She was the one who accidentally knew about my preparation of getting India’s school in case of the phone call for the test and interview rang when I was not at home, I didn’t have a plan to tell anybody though until I was really sure, so I told her to keep quiet and she told me that she was sure.
One message that simply trembled in the presence of the day when my brother left home to study abroad was “don’t forget to turn off the gas stove because she often forgets to do it”.
Few weeks ago, when she accompanied me to return the concert ticket, there was an immense shocking statement that made me kept in the fidgetiness. After our three hours of confronting the rush of Jakarta’s traffic jam, around two kilometers before we got arrived at home, she told me that she forgot to turn off the gas stove. No more words occurred because there was only my imagination that led me to the picture of fire burning attack at my house. I was really worried about and seek for if there were any fire fighter car back and forth on the street. Fortunately, it didn’t happen. I didn’t know whether it was only her forgetfulness because after I checked the stove, it didn’t turn on, I only heard she whispered “God saves me.”
I swear that this is the one that I type with no hesitation and full of no offense. She sat in front of my boyfriend (currently ex-) and listened to him kindly about asking her to break up with me. I guess she was created to ensure me at that time and I was really grateful.
She is a tough woman that I ever met. Although I admire Jacqueline Kennedy Onassis, Amelia Earhart, Condoleeza Rice, Jane Austen, Hillary Rodham Clinton, Gabrielle Bonheur, Hellen Keller, Anne Frank, and other inspiring women that ever lived in this world whether fiction or not but she's a truly splendid sun that I ever had.
Loving her is like three years worth of high school times, it fluctuates to the warm and cold situation, obstacles, fights, affection, friendship, careless and care unites into something which ended to the interdependence of relationship. She is the only one woman whom I had sent a text message ended with “I love you” and I proudly announce that she is my mother.

Let me begin with the fact from Labor Force Situation in Indonesia by Badan Pusat Statistik per February 2009, based on the total number of young people between the ages of 15-24 years old in Indonesia (each country has different point of view to define the meaning of youth), the number of labor force between those ages is 21,066,360 people. Then, based on this economically active number population, the 4,726,153 are unemployed. This number shows us that more than 51% of the unemployment in Indonesia consists of young people. According to the improvement and the use of technology in most companies today, there will be more declining occupations which are likely to happen in the future. So, the good news—we have a lot of human capital and will have it more in the future.
In some rural areas, the access to study is still difficult to be reached, once they can achieve the access of it, they should face the high cost of enrolling school, and once they finally enter the school, they cannot imply what are the things that have been learned after finishing the school period. The problem of unemployment is partly attributable to the fact that education systems often offer curricula that are not related to the world of work. Big portion of students admit that most of their times are wasted in “studying” something rather than “learning” something. Thus, what is the insight of great opportunity in having a lot of human capital which are available to be absorbed if it is not followed by the high number of well-prepared young people due to the fact that they are less educated about the world of work? So, the bad news—we still have less of working capital.

In Indonesia, age of 65 is considered as a non-productive age and this number may lead you out of office and you can probably hold yourself out from the monthly expenses by your given pension money. For Indonesia, number of 65 reminds us about several events which happened 65 years ago when our founding fathers struggled in fighting the colonizer and as a country, this number reflects about a young country that we live in. For a country, this age is not a non-productive age, 65 is worth of a toddling step to an adult country.
As for a regional meeting that gathered several young people from South East, Central, and East Asia region which held in a youth congress few weeks ago, a group of young Indonesian people considered about some problems that they already or have to confront in their country. High number of unemployment, injustice education, environment lifestyle, bureaucracy and its corruption practices, infrastructure, also gap between rural and urban were the most convincing causes in creating fences to step outside from the third world countries group name. Six months ago, the former Finance Minister, Sri Mulyani Indrawati—a Managing Director of World Bank at this moment, stated an expression to her University of Indonesia students in one lecture that we should be angry of the third world country classification. No one wants to be left as a third party.

An issue that has just came up few days ago about a conflict between Indonesia and Malaysia in claiming each country’s borderline showed us that there is still a lack of trust among the neighbor countries inside the ASEAN itself. Some people say about the low bargaining power that Indonesia has in the country’s diplomacy level only makes it getting worse. Charlene Manese, one of the youth delegates in that congress who also a staff in the house of representatives of Philippines told me that,
“Well, we also had a conflict with Malaysia though. Did you ever heard about Sabah? Philippines and Malaysia claimed this area each other.” she said openly.
Since the regime of Soekarno, Indonesia’s first president, conflict between Indonesia and Malaysia had been repeating with junctures and once led us to come out from United Nations because of the unstopping disappointment. Sipadan-Ligitan, batik, Ambalat, and traditional songs were eye witnesses of these countries’ relationship fluctuation.

One thing that I have learned from the other country’s point of view in solving this kind of problem that stubbornness should be followed by the seriousness.
There is no wrong for us to take care of what we trust. Moreover, this precious thing is our nation’s identity which if it is hurt, it may give a threat to the unity of Republic of Indonesia. But when we allow ourselves to give a strong persistence but not accompanied by efforts to make others believe that we deserve, it might be useless.

Selasa, 18 Mei 2010, Jakarta mendengar speech yang begitu kuat dan mengagetkan dari Sri Mulyani Indrawati, menteri keuangan yang akan segera mengakhiri jabatannya untuk bekerja di World Bank. Banyak pertanyaan mengapa Sri Mulyani memilih pergi? Apa ada desakan? Apa dia sudah lelah? Di speech ini sedikit banyak alasan itu terungkap.

Saya rasanya lebih berat berdiri disini daripada waktu dipanggil pansus Century. Dan saya bisa merasakan itu karena sometimes dari moral dan etikanya jelas berbeda. Dan itu yang membuat saya jarang sekali merasa grogi sekarang menjadi grogi. Saya diajari pak Marsilam untuk memanggil orang tanpa mas atau bapak, karena diangap itu adalah ekspresi egalitarian. Saya susah manggil 'Marsilam', selalu pakai 'pak', dan dia marah. Tapi untuk Rocky saya malam ini saya panggil Rocky (Rocky Gerung dari P2D) yang baik. Terimakasih atas...... (tepuk tangan)

Tapi saya jelas nggak berani manggil Rahmat Toleng dengan Rahmat Tolengtor, kasus. Terimakasih atas introduksi yang sangat generous. Saya sebetulnya agak keberatan diundang malam hari ini untuk dua hal. Pertama karena judulnya adalah memberi kuliah. Dan biasanya kalau memberi kuliah saya harus, paling tidak membaca textbook yang harus saya baca dulu dan kemudian berpikir keras bagaimana menjelaskan.
Dan malam ini tidak ada kuliah di gedung atau di hotel yang begitu bagus tu biasanya kuliah kelas internasional atau spesial biasanya. Hanya untuk eksekutif yang bayar SPP nya mahal. Dan pasti neolib itu (disambut tertawa). Oleh karena itu saya revisi mungkin namanya lebih adalah ekspresi saya untuk berbicara tentang kebijakan publik dan etika publik.
Yang kedua, meskipun tadi mas Rocky menyampaikan, eh salah lagi. Kalau tadi disebutkan mengenai ada dua laki-laki, hati kecil saya tetap saya akan mengatakan sampai hari ini saya adalah pembantu laki-laki itu (tepuk tangan). Dan malam ini saya akan sekaligus menceritakan tentang konsep etika yang saya pahami pada saat saya masih pembantu, secara etika saya tidak boleh untuk mengatakan hal yang buruk kepada siapapun yang saya bantu. Jadi saya mohon maaf kalau agak berbeda dan aspirasinya tidak sesuai dengan amanat pada hari ini.
Tapi saya diminta untuk bicara tentang kebijakan publik dan etika publik. Dan itu adalah suatu topik yang barangkali merupakan suatu pergulatan harian saya, semenjak hari pertama saya bersedia untuk menerima jabatan sebagai menteri di kabinet di Republik Indonesia itu.
Suatu penerimaan jabatan yang saya lakukan dengan penuh kesadaran, dengan segala upaya saya untuk memahami apa itu konsep jabatan publik. Pejabat negara yang pada dalam dirinya, setiap hari adalah melakukan tindakan, membuat pernyataan, membuat keputusan, yang semuanya adalah dimensinya untuk kepentingan publik.
Disitu letak pertama dan sangat sulit bagi orang seperti saya karena saya tidak belajar, seperti anda semua, termasuk siapa tadi yang menjadi MC, tentang filosofi. Namun saya dididik oleh keluarga untuk memahami etika di dalam pemahaman seperti yang saya ketahui. Bahwa sebagai pejabat publik, hari pertama saya harus mampu untuk membuat garis antara apa yang disebut sebagai kepentingan publik dengan kepentingan pribadi saya dan keluarga, atau kelompok.
Dan sebetulnya tidak harus menjadi muridnya Rocky Gerung di filsafat UI untuk pintar mengenai itu. Karena kita belajar selama 30 tahun dibawah rezim presiden Soeharto. Dimana begitu acak hubungan, dan acak-acakan hubungan antara kepentingan publik dan kepentingan pribadi. Dan itu merupakan modal awal saya untuk memahami konsekuensi menjadi pejabat publik yang setiap hari harus membuat kebijakan publik dengan domain saya sebagai makhluk, yang juga punya privacy atau kepentingan pribadi.
Di dalam ranah itulah kemudian dari hari pertama dan sampai lebih dari 5 tahun saya bekerja untuk pemerintahan ini. Topik mengenai apa itu kebijakan publik dan bagaimana kita harus, dari mulai berpikir, merasakan, bersikap, dan membuat keputusan menjadi sangat penting. Tentu saya tidak perlu harus mengulangi, karena itu menyangkut, yang disebut, tujuan konstitusi, yaitu kepentingan masyarakat banyak. Yaitu mencapai kesejahteraan rakyat yang adil dan makmur.
Jadi kebijakan pubik dibuat tujuannya adalah untuk melayani masyarakat, Kebijakan publik dibuat melalui dan oleh kekuasaan. Karena dia dibuat oleh institusi publik yang eksis karena dia merupakan produk dari suatu proses politik dan dia memiliki kekuasaan untuk mengeluarkannya. Disitulah letak bersinggungan, apa yang disebut sebagai ingridient utama dari kebijakan publik, yaitu unsur kekuasaan. Dan kekuasaan itu sangat mudah menggelincirkan kita.
Kekuasaan selalu cenderung untuk corrupt. Tanpa adanya pengendalian dan sistim pengawasan, saya yakin kekuasaan itu pasti corrupt. Itu sudah dikenal oleh kita semua. Namun pada saat anda berdiri sebagai pejabat publik, memiliki kekuasan dan kekuasan itu sudah dipastikan akan membuat kita corrupt, maka pertanyaan 'kalau saya mau menjadi pejabat publik dan tidak ingin corrupt, apa yang harus saya lakukan?'
Oleh karena itu, di dalam proses-proses yang dilalui atau saya lalui, jadi ini lebih saya cerita daripada kuliah. Dari hari pertama, karena begitu khawatirnya, tapi juga pada saat yang sama punya perasaan anxiety untuk menjalankan kekuasaan, namun saya tidak ingin tergelincir kepada korupsi, maka pada hari pertama anda masuk kantor, anda bertanya dulu kepada sistem pengawas internal anda dan staff anda. Apalagi waktu itu jabatan dari Bappenas menjadi Menteri Keuangan. Dan saya sadar sesadar sadarnya bahwa kewenangan dan kekuasaan Kementrian Keuangan atau Menteri Keuangan sungguh sangat besar. Bahkan pada saat saya tidak berpikir corrupt pun orang sudah berpikir ngeres mengenai hal itu.
Bayangkan, seseorang harus mengelola suatu resources yang omsetnya tiap tahun sekitar, mulai dari saya mulai dari 400 triliun sampai sekarang diatas 1000 triliun, itu omset. Total asetnya mendekati 3000 triliun lebih.(batuk2) Saya lihat (ehem!) banyak sekali (ehem lagi) kalau bicara uang terus langsung....(ada air putih langsung datang diiringi ketawa hadirin).
Saya sudah melihat banyak sekali apa yang disebut tata kelola atau governance. pada saat seseorang memegang suatu kewenangan dimana melibatkan uang yang begitu banyak. Tidak mudah mencari orang yang tidak tergiur, apalagi terpeleset, sehingga tergoda bahwa apa yang dia kelola menjadi seoalh-olah menjadi barang atau aset miliknya sendiri.
Dan disitulah hal-hal yang sangat nyata mengenai bagaimana kita harus membuat garis pembatas yang sangat disiplin. Disiplin pada diri kita sendiri dan dalam, bahkan, pikiran kita dan perasaan kita untuk menjalankan tugas itu secara dingin, rasional, dengan penuh perhitungan dan tidak membolehkan perasaan ataupun godaan apapun untuk, bahkan berpikir untuk meng-abusenya.
Barangkali itu istilah yang disebut teknokratis. Tapi saya sih menganggap bahwa juga orang yang katanya berasal dari akademik dan disebut tekhnokrat tapi ternyata 'bau'nya tidak seperti itu. Tingkahnya apalagi lebih-lebih. Jadi saya biasanya tidak mengklasifikasikan berdasarkan label. Tapi berdasarkan genuine product nya dia hasilnya apa, tingkah laku yang esensial.
Nah, di dalam hari-hari dimana kita harus membicarakan kebijakan publik, dan tadi disebutkan bahwa kewenangan begitu besar, menyangkut sebuah atau nilai resources yang begitu besar. Kita mencoba untuk menegakkan rambu-rambu, internal maupun eksternal.
Mungkin contoh untuk internal hari pertama saya bertanya kepada Inspektorat Jenderal saya. "Tolong beri saya list apa yang boleh dan tidak boleh dari seorang menteri." Biasanya mereka bingung, tidak perndah ada menteri yang tanya begitu ke saya bu. Saya menetri boleh semuanya termasuk mecat saya.
Kalau seorang menteri kemudian menanyakan apa yang boleh dan nggak boleh, buat mereka menjadi suatu pertanyaan yang sangat janggal. Untuk kultur birokrat, itu sangat sulit dipahami. Di dalam konteks yang lebih besar dan alasan yang lebih besar adalah dengan rambu-rambu. Kita membuat standart operating procedure, tata cara, tata kelola untuk membuat bagaimana kebijakan dibuat. Bahkan menciptakan sistem check and balance.
Karena kebijakan publik dengan menggunakan elemen kekuasaan, dia sangat mudah untuk memunculkan konflik kepentingan. Saya bisa cerita berhari-hari kepada anda. Banyak contoh dimana produk-produk kebijakan sangat memungkinkan seorang, pada jabatan Menteri Keuangan, mudah tergoda. Dari korupsi kecil hingga korupsi yang besar. Dari korupsi yang sifatnya hilir dan ritel sampai korupsi yang sifatnya upstream dan hulu.
Dan bahkan dengan kewenangan dan kemampuannya dia pun bisa menyembunyikan itu. Karena dengan kewenangan yang besar, dia juga sebetulnya bisa membeli sistem. Dia bisa menciptakan network. Dia bisa menciptakan pengaruh. Dan pengaruh itu bisa menguntungkan bagi dirinya sendiri atau kelompoknya. Godaan itulah yang sebetulnya kita selalu ingin bendung. Karena begitu anda tergelincir pada satu hal, maka tidak akan pernah berhenti.
Namun, meskipun kita mencoba untuk menegakkan aturan, membuat rambu-rambu, dengan menegakkan pengawasan internal dan eksternal, sering bahwa pengawasan itu pun masih bisa dilewati. Disinilah kemudian muncul, apa yang disebut unsur etika. Karena etika menempel dalam diri kita sendiri. Di dalam cara kita melihat apakah sesuatu itu pantas atau tidak pantas, apakah sesuatu itu menghianati atau tidak menghianati kepentingan publik yang harus kita layani. Apakah kita punya keyakinan bahwa kita tidak sedang menghianati kebenaran. Etika itu ada di dalam diri kita.
Dan kemudian kalau kita bicara tentang total, atau di dalam bahasa ekonomi yang keren namanya agregat, setiap kepala kita dijumlahkan menjadi etika yang jumlahnya agregat atau publik, pertanyaannya adalah apakah di dalam domain publik ini setiap etika pribadi kita bisa dijumlahkan dan menghasilkan barang publik yang kita inginkan, yaitu suatu rambu-rambu norma yang mengatur dan memberikan guidance kepada kita.
Saya termasuk yang sungguh sangat merasakan penderitaan selama menjadi menteri. Karena itu tidak terjadi. Waktu saya menjadi menteri, sering saya harus berdiri atau duduk berjam-jam di DPR. Disitu anggota DPR bertanya banyak hal. Kadang-kadang bernada pura-pura sungguh-sungguh. Merek emngkritik begitu keras. Tapi kemudian mereka dengan tenangnya mengatakan 'Ini adalah panggung politik bu.'
Waktu saya dulu masuk menteri keuangan pertama saya masih punya dua Dirjen yang sangat terkenal, Dirjen Pajak dan Dirjen Bea Cukai saya. Mereka sangat powerfull. Karena pengaruhnya, dan respectability karena saya tidak tahu karena kepada angota dewan sangat luar biasa. Dan waktu saya ditanya, mulainya dari...? Segala macem. Setiap keputusan, statemen saya dan yang lain-lain selalu ditanya dengan sangat keras. Saya tadinya cukup naif mengatakan, "Oh ini ongkos demokrasi yang harus dibayar." Dan saya legowo saja dengan tenang menulis pertanyaan-pertanyaan mereka.
Waktu sudah ditulis mereka keluar ruangan, nggak pernah peduli mau dijawab atau tidak. Kemudian saya dinasehati oleh Dirjen saya itu, "Ibu tidak usah dimasukkan ke hati bu. Hal seperti itu hanya satu episod drama saja. " Tapi kemudian itu menimbulkan satu pergolakan batin orang seperti saya. Karena saya kemudian bertanya. Tadi dikaitkan dengan etika publik, kalau orang bisa secara terus menerus berpura-pura, dan media memuat, dan tidak ada satu kelompokpun mengatakan bahwa itu kepura-puraan maka kita bertanya, apalagi? siapa lagi yang akan menjadi guidance? yang mengingatkan kita dengan, apa yang disebut, norma kepantasan. Dan itu sungguh berat. Karena saya terus mengatakan kalau saya menjadi pejabat publik, ongkos untuk menjadi pejabat publik, pertama, kalau saya tidak corrupt, jelas saya legowo nggak ada masalah. Tapi yang kedua saya menjadi khawatir saya akan split personality.
Waktu di dewan saya menjadi personality yang lain, nanti di kantor saya akan menjadi lain lagi, waktu di rumah saya lain lagi. Untung suami dan anak-anak saya tidak pernah bingung yang mana saya waktu itu. Dan itu sesuatu yang sangat sulit untuk seorang seperti saya untuk harus berubah-ubah. Kalau pagi lain nilainya dengan sore, dan sore lain dengan malam. Malam lain lagi dengan tengah malam. Kan itu sesuatu yang sangat sulit untuk diterima. Itu ongkos yang paling mahal bagi seorang pejabat publik yang harus menjalankan dan ingin menjalankan secara konsisten.
Nah, oleh karena itu, didalam konteks inilah kita kan bicara mengenai kebijakan publik, etika publik yang seharusnya menjadi landasan, arahan bagi bagaimana kita memproduksi suatu tindakan, keputusan, yang itu adalah untuk urusan rakyat. Yaitu kesejahteraan rakyat, mengurangi penderitaan mereka, menaikkan suasana atau situasi yang baik di masyarakat, namun di sisi lain kita harus berhadapan dengan konteks kekuasaan dan struktur politik. Dimana buat mereka norma dan etika itu nampaknya bisa tidak hanya double standrart, triple standart.
Dan bahkan kalau kita bicara tentang istilah dan konsep mengenai konflik kepentingan, saya betul-betul terpana. Waktu saya menjadi executive director di IMF, pertama kali saya mengenal apa yang disebut birokrat dari negara maju. HAri pertama saya diminta untuk melihat dan tandatangan mengenai etika sebagai seorang executive director, do dan don'ts. Disitu juga disebutkan mengenai konsep konflik kepentingan. Bagaimana suatu institusi yang memprodusir suatu policy publik, untuk level internasional, mengharuskan setiap elemen, orang yang terlibat di dalam proses politik atau proses kebijakan itu harus menanggalkan konflik kepentingannya. Dan kalau kita ragu kita boleh tanya, apakah kalau saya melakukan ini atau menjabat yang ini apakah masuk dalam domain konflik kepentingan. Dan mereka memberikan counsel untuk kita untuk bisa membuat keputusan yang baik.
Sehingga bekerja di institusi seperti itu menurut saya mudah. Dan kalau sampai anda tergelincir ya kebangetan aja anda. Namun waktu kembali ke Indonesia dan saya dengan pemahaman pengenai konsep konflik kepentingan, saya sering menghadiri suatu rapat membuat suatu kebijakan, dimana kebijakan itu akan berimplikasi kepada anggaran, entah belanja, entah insentif, dan pihak yang ikut duduk dalam proses kebijakan itu adalah pihak yang akan mendapatkan keuntungan itu. Dan tidak ada rasa risih. Hanya untuk menunjukkan yang penting pemerintahan efektif, jalan. Kuenya dibagi ke siapa itu adalah urusan sekunder.
Anda bisa melihat bahwa kalau pejabat itu adalah background nya pengusaha, meskipun yang bersangkutan mengatakan telah meninggalkan seluruh bisnisnya, tapi semua orang tahu bahwa adiknya, kakaknya, anaknya, dan teteh, mamah, aa' semuanya masih run. Dan dengan tenangnya, berbagai kebijakan, bahkan yang membuat saya terpana, kalau dalam hal ini apa disebutnya? kalau dalam bahasa inggris apa disebutnya?i drop my job atau apa..bengong itu.
Kita bingung bahwa ada suatu keputusan dibuat, dan saya banyak catatan pribadi saya di buku saya. Ada keputusan ini, tiba-tiba besok lagi keputusan itu ternyata yang menimport adalah perusahaannya dia.
Nah ini merupakan sesuatu hal yang barangkali tanpa harus mendramatisir yang dikatakan oleh Rocky tadi seolah-olah menjadi the most reason phenomena. Kita semua tahu, itulah penyakit yang terjadi di jaman orde baru. Hanya dulu dibuatnya secara tertutup, tapi sekarang dengan kecanggihan, karena kemampuan dari kekuasaan, dia mengkooptasi decision making process juga. Kelihatannya demokrasi, kelihatannya melalui proses check and balance, tapi di dalam dirinya, unsur mengenai konflik kepentingan dan tanpa etika begitu kental. Etika itu barang yang jarang disebut pak.
Ada suatu saat saya membuat rapat dan rapat ini jelas berhubungan dengan beberapa perusahaan. Kebetulan ada beberapa dari yang kita undang, dia adalah komisaris dari beberapa perusahaan itu. Kami biasa, dan saya mengatakan dengan tenang, bagi yang punya aviliasi dengan apa yang kita diskusikan silahkan keluar dari ruangan. Memang itu adalah tradisi yang coba kita lakukan di kementrian keuangan. Kebetulan mereka adlaah teman-teman saya. Jadi teman-teman saya itu dengan bitter mengatakan, "Mba ani jangan sadis-sadis amat lah kayak gitu. Kalaupun kita disuruh keluar juga diem-diem aja. Nggak usah caranya kayak gitu."
Saya ingin menceritakan cerita seperti ini kepada anda bagaimana ternyata konsep mengenai etika dan konflik kepentingan itu, bisa dikatakan sangat langka di republik ini. Dan kalau kita berusaha untuk menjalankan dan menegakkan, kita dianggap menjadi barang yang aneh. Jadi tadi kalau MC nya menjelaskan bahwa saya ingin menjelaskan bahwa di luar gua itu ada sinar dan dunia yang begitu bagus, di dalam saya dianggap seperti orang yang cerita yang nggak nggak aja. Belum kalau di dalam konteks politik besar, kemudian, wah ini konsep barat pasti 'Lihat saja Sri Mulyani, neolib.'
Jadi saya mungkin akan mengatakan bagaimana ke depan di dalam proses politik. Tentu adalah suatu keresahan buat kita. Karena episod yang terjadi beberapa kali adalah bahwa di dalam ruangan publik, rakyat atau masyarakat yang harusnya menjadi the ultimate shareholder dari kekuasaan. Dia memilih, kepada siapapun CEO di republik ini dan dia juga memilih dari orang-orang yang diminta untuk menjadi pengawas atau check terhadap CEO nya.
Dan proses ini ternyata juga tidak murah dan mudah. Sudah banyak orang yang mengatakan untuk menjadi seorang jabatan eksekutif dari level kabupaten, kota, propinsi, membutuhkan biaya yang luar biasa, apalagi presiden pastinya. Dan biayanya sungguh sangat tidak bisa dibayangkan untuk suatu beban seseorang. Saya menteri keuangan saya biasa mengurusi ratusan triliun bahkan ribuan, tapi saya tidak kaget dengan angka. Tapi saya akan kaget kalau itu menjadi beban personal.
Seseorang akan menjadi kandidat mengeluarkan biaya sebesar itu. Kalkulasi mengenai return of investment saja tidak masuk. Bagaimana anda mengatakan dan waktu saya mengatakan sya lihat struktur gaji pejabat negara sungguh sangat tidak rasional. Dan kita pura-pura tidak boleh menaikkan karena kalau menaikkan kita dianggap mau mensejahterakan diri sebelum mensejahterakan rakyat. Sehingga muncullah anomali yang sangat tidak bisa dijelaskan oleh logika akal sehat, bahkan Rocky bilangnya ada akal miring. Saya mencoba sebagai pejabat negara untuk mengembalikan akal sehat dengan mengatakan strukturnya harus dibenahi lagi. Namun toh tetap tidak bisa menjelaskan suatu proses politik yang begitu sangat mahalnya.
Sehingga memunculkan suatu kebutuhan untuk berkolaborasi dengan sumber finansialnya. Dan disitulah kontrak terjadi. Di tingkat daerah, tidak mungkin itu dilakukan dengan membayar melalui gajinya. Bahkan melalui APBD nya pun tidak mungkin karena size dari APBN nya kadang-kadang tidak sebesar atau mungkin juga lebih sulit. Sehingga yang bisa adalah melalui policy. Policy yang bisa dijual belikan. Dan itu adalah adalah bentuk hasil dari suatu kolaborasi.
pertanyaan untuk kita semua, bagaimana kita menyikapi hal ini didalam konteks bahwa produk dari kebijakan publik, melalui sebuah proses politik yang begitu mahal sudah pasti akan distated dengan struktur yang membentuk awalnya. KArena kebijakan publik adalah hilirnya, hasil akhir. Hulunya yang memegang kekuasaan, lebih hulu lagi adalah prosesnya untuk mendapatkan kekuasaan itu demikian mahal.
Dan itu akan menjadi pertanyaan yang concern untuk sebuah sistem demokrasi. Maka pada saat kita dipilih atau diminta untuk menjadi pembantu atau menjadibagian dari pemerintah, Tentu kita tidak punya ilusi bahwa ruangan politik itu vakum atau hampa dari kepentingan. politik dimana saja pasti tentang kepentingan. Dan kepentingan itu kawin diantara beberapa kelompok untuk mendapatkan kekuasaan itu. Pasti itu perkawinannya adalah pada siapa saja yang menjadi pemenang.
Kalau pada hari ini tadi disebutkan ada yang menanyakan atau menyesalkan atau ada yang menangisi ada yang gelo (jawa:menyesal.red), kenapa kok Sri Mulyani memutuskan untuk mundur dari Menteri Keuangan. Tentu ini adalah suatu kalkulasi dimana saya menganggap bahwa sumbangan saya, atau apapun yang saya putuskan sebagai pejabat publik tidak lagi dikehendaki di dalam sistem politik. Dimana perkawinan kepentingan itu begitu sangat dominan dan nyata. Banyak yang mengatakan itu adalah kartel, saya lebih suka pakai kata kawin, walaupun jenis kelaminnya sama. (ketawa dan tepuktangan)
Karena politik itu lebih banyak lakinya daripada perempuan makanya saya katakan tadi. Hampir semua ketua partai politik laki kecuali satu. Dan di dalam bahwa dimana sistem politik tidak menghendaki lagi atau dalam hal ini tidak memungkinkan etika publik itu bisa dimnculkan, maka untuk orang seperti saya akan menjadi sangat tidak mungkin untuk eksis. Karena pada saat saya menerima tangungjawab untuk menjadi pejabat publik, saya sudah berjanji kepada diri saya sendiri, saya tidak ingin menjadi orang yang akan menghianati dengan berbuat corrupt. Saya tidak mengatakan itu gampang. Sangat painful. Sungguh painful sekali. Dan saya tidak mengatakan bahwa saya tidak pernah mengucurkan atau meneteskan airmata untuk menegakkan prinsip itu. Karena ironinya begitu besar. Sangat besar. Anda memegang kekuasaan begitu besar. Anda bisa, anda mampu, anda bahkan boleh, bahkan diharapkan untuk meng abuse nya oleh sekelompok yang sebetulnya menginginkan itu terjadi agar nyaman dan anda tidak mau. (tepuk tangan) Pada saat yang sama anda tidak selalu di apresiasi. P2D kan baru muncul sesudah saya mundur (ketawa, disini dia terlihat mengusapkan saputangan ke matanya).
Jadi ya terlambat tidak apa-apa, terbiasa. Saya masih bisa menyelamatkan republik ini lah.
Jadi saya tidak tahu tadi, Rocky tidak ngasih tahu saya berapa menit atau berapa jam. Soalnya diatas jam 9 argonya lain lagi nanti. Jadi saya gimana harus menutupnya. Nanti kayaknya nyanyi aja balik terus nanti.
Mungkin saya akan mengatakan bahwa pada bagian akhir kuliah saya ini atau cerita saya ini saya ingin menyampaikan kepada semua kawan-kawan disini. Saya bukan dari partai politik, saya bukan politisi, tapi tidak berarti saya tidak tahu politik. Selama lebih dari 5 tahun saya tahu persis bagaimana proses politik terjadi. Kita punya perasaan yang bergumul atau bergelora atau resah. Keresahan itu memuncak pada saat kita menghadapi realita jangan-jangan banyak orang yang ingin berbuat baik merasa frustasi. Atau mungkin saya akan less dramatic. Banyak orang-orang yang harus dipaksa untuk berkompromi dan sering kita menghibur diri dengan mengatakan kompromi ini perlu untuk kepentingan yang lebih besar. Sebetulnya cerita itu bukan cerita baru, karena saya tahu betul pergumulan para teknokrat jaman Pak Harto, untuk memutuskan stay atau out adalah pada dilema, apakah dengan stay saya bisa membuat kebijakan publik yang lebih baik sehingga menyelamatkan suatu kerusakan yang lebih besar. Atau anda out dan anda disitu akan punya kans untuk berbuat atau tidak, paling tidak resiko getting associated with menjadi less. Personal gain, public loss. If you are stay, dan itu yang saya rasakan 5 tahun, you suddenly feel that everybody is your enemy.
KArena no one yang sangat simpati dan tahu kita pun akan tidak terlalu happy karena kita tetap berada di dalam sistem. Yang tidak sejalan dengan ktia juga jengkel karena kita tidak bisa masuk kelompok yang bisa diajak enak-enakan. Sehingga anda di dalam di sandwich di dua hal itu. Dan itu bukan suatu pengalaman yang mudah. Sehingga kita harus berkolaborasi untuk membuat space yang lebih enak, lebih banyak sehingga kita bisa menemukan kesamaan.
Nah kalau kita ingin kembali kepada topiknya untuk menutup juga, saya rasa forum-forum semacam ini atau saya mengatakan kelompok seperti anda yang duduk pada malam hari ini adalah kelompok kelas menengah. YAng sangat sadar membayar pajak. Membayarnya tentu tidak sukarela, tidak seorang yang patriotik yang mengatakan dia membayar pajak sukarela. Tapi meskipun tidak sukarela, anda sadar bahwa itu adalah suatu kewajiban untuk menjaga republik ini tetap berdaulat. Dan orang seperti anda yang tau membayar pajak adalah kewajiban dan sekaligus hak untuk menagih kepada negara, mengembalikan dalam bentuk sistim politik yang kita inginkan. Maka sebetulnya di tangan orang-orang seperti anda lah republik ini harus dijaga. Sungguh berat, dan saya ditanya atau berkali-kali di banyak forum untuk ditanya, kenapa ibu pergi? Bagaimana reformasi, kan yang dikerjakan semua penting. Apakah ibu tidak melihat Indonesia sebagai tempat untuk pengabdian yang lebih penting dibandingkan bank dunia.
Seolah-olah sepertinya negara ini menjadi tanggungjawab Sri Mulyani. Dan saya keberatan. Dan saya ingin sampaikan di forum ini karena anda juga bertanggungjawab kalau bertama hal yang sama ke saya. Anda semua bertanggungjawab sama seperti saya. Mencintai republik ini dengan banyak sekali pengorbanan sampai saya harus menyampaikan kepada jajaran pajak, jajaran bea cukai, jajaran perbendaharaan, "Jangan pernah putus asa mencintai republik." Saya tahu, sungguh sulit mengurusnya pada masa-masa transisi yang sangat pelik.
Kecintaan itu paling tidak akan terus memelihara suara hati kita. Dan bahkan menjaga etika kita di dalam betindak dan berbuat serta membuat keputusan. Dan saya ingin membagi kepada teman-teman disini, karena terlalu banyak di media seolah-olah ditunjukkan yang terjadi dari aparat di kementrian keuangan yang sudah direformasi masih terjadi kasus seperti Gayus.
Saya ingin memberikan testimoni bahwa banyak sekali aparat yang betul-betul genuinly adalah orang-orang yang dedicated. Mereka yang cinta republik sama seperti anda. Mereka juga kritis, mereka punya nurani, mereka punya harga diri. Dia bekerja pada masing-masing unit, mungkin mereka tidak bersuara karena mereka adalah bagian dari birokrat yang tidak boleh bersuara banyak tapi harus bekerja.
Sebagian kecil adalah kelompok rakus, dan dengan kekuasaan sangat senang untuk meng abuse. Tapi saya katakan sebagian besar adalah orang-orang baik dan terhormat. Saya ingin tolong dibantu, berilah ruang untuk orang-orang ini untuk dikenali oleh anda juga dan oleh masyarakat. Sehingga landscape negara ini tidak hanya didominasi oleh cerita, oleh tokoh, apalagi dipublikasi dengan seolah-oalh menggambarkan bahwa seluruh sistem ini adalah buruk dan runtuh. Selama seminggu ini saya terus melakukan pertemuan dan sekaligus perpisahan dengan jajaran di kementrian keuangan dan saya bisa memberikan, sekali lagi, testimoni bahwa perasaan mereka untuk membuktikan bahwa reform bisa jalan ada disana. Bantu mereka untuk tetap menjaga api itu. Dan jangan kemudian anda disini bicara dengan saya, ya bisa diselamatkan kalau sri mulyani tetap menjadi Menteri keuangan. Saya rasa tidak juga.
Suasana yang kita rasakan pada minggu-minggu yang lalu, bulan-bulan yang lalu, seolah-olah persoalan negara ini disandera oleh satu orang, sri mulyani. Sedemikian pandainya proses politik itu diramu sedemikian sehingga seolah-olah persoalannya menjadi persoalan satu orang. Seseorang yang pada sautu ketika dia harus membuat keputusan yang sungguh tidak mudah, dengan berbagai pergumulan, kejengkelan, kemarahan, kecapekan, kelelahan, namun dia harus tetap membuat kebijakan publik. Dia berusaha, berusaha di setiap pertemuan, mencoba untuk meneliti dirinya sendiri apakah dia punya kepentingan pribadi atau kelompok, dan apakah dia diintervensi atau tidak, apakah dia membuat keputusan karena ada tujuan yang lain. Berhari-hari, berjam-jam dia bertanya, dia minta, dia mengundang orang dan orang-orang ini yang tidak akan segan mengingatkan kepada saya. Meskipun mereka tahu saya menteri, mereka lebih tua dari saya. Orang seperti pak Darmin, siapa yang bisa bilang atau marahin pak marsilam?Wong semua orang dimarahin duluan sama dia.
Mereka ada disana hanya untuk mengingatkan saya berbagai rambu-rambu, berbagai pilihan dan pilihan sudah dibuat. Dan itu dilaporkan, dan itu diaudit dan itu kemudian dirapatkan secara terbuka. Dan itu kemudian dirapatkerjakan di DPR. Bagaimana mungkin itu kemudia 18 bulan kemudian dia seolah-olah menjadi keputusan individu seorang Sri Mulyani. Proses itu berjalan dan etika sunyi. Akal sehat tidak ada. Dan itu memunculkan suatu perasaan apakah pejabat publik yang tugasnya membuat kebijakan publik pada saat dia sudah mengikuti rambu-rambu, dia masih bisa divictimize oleh sebuah proses politik. SAya hanya mengatakan, kalau dulu pergantian rezim orde lama ke orde baru, semua orang di stigma komunis, kalau ini khusus didisain pada era reformasi seorang distigma dengan sri mulyani identik dengan century. Mungkin kejadiannya di satu orang saja, tapi sebetulnya analogi dan kesamaan mengenai suatu penghakiman telah terjadi.
Sebetulnya disitulah letak kita untuk mulai bertanya, apakah proses politik yang didorong, yang dimotivate, yang ditunggangi oleh suatu kepentingan membolehkan seseorang untuk dihakimi, bahkan tanpa pengadilan. Divonis tanpa pengadilan. Itu barangkali adalah suatu episod yang sebetulnya sudah berturut-turut kita memahami konsekuensi sebagai pejabat publik yang tujuannya membuat kebijakan publik, dan berpura-pura seolah-olah ada etika dan norma yang menjadi guidance kita dibenturkan dengan realita-realita politik.
Dan untuk itu, saya hanya ingin mengatakan sebagai penutup, sebagian dari anda mengatakan apakah Sri mulyani kalah, apakah sri mulyani lari? Dan saya yakin banyak yang menyesalkan keputusan saya. Banyak yang menganggap itu adalah suatu loss atau kehilangan. Diantara anda semua yang ada disini, saya ingin mengatakan bahwa saya menang. Saya berhasil. Kemenangan dan keberhasilan saya definisikan menurut saya karena tidak didikte oleh siapapun termasuk mereka yang menginginkan saya tidak disini. (applause)
Saya merasa berhasil dan saya merasa menang karena definisi saya adalah tiga. Selama saya tidak menghianati kebenaran, selama saya tidak mengingkari nurani saya, dan selama saya masih bisa menjaga martabat dan harga diri saya, maka disitu saya menang. Terimakasih

Her Life
Catherine of Aragon was born into a family of kings and queens and was destined to become one herself. She was betrothed since she was about four years old to the future king of England. She fulfilled this destiny, but became victim of Henry VIII's inability to produce a male heir. For this reason, she was removed from her throne and her marriage annulled. Although, maybe not the most memorable of Henry VIII's wives, she certainly had left a mark on history.
Catherine of Aragon had anything but a typical childhood. Catherine of Aragon was born on December 16, 1485 in Alcala de Henares, Spain. She was the daughter of Queen Isabella of Castile and mighty King Ferdinand of Aragon. Catherine was the youngest of five children, the others being Isabella, Juan, Juana, and Maria. Catherine's childhood experiences were quite fascinating. She witnessed the surrender of the Moors in Granada and Columbus' first voyage to the New World. Also Catherine was able to choose her own badge, which consisted of a pomegranate. This ends up being quite appropriate, because the fruit is hard on the outside, which symbolized Catherine's tough attitude and was soft on the inside, which symbolized fertility.
Catherine received an education typical of women in the fifteenth century. She was taught religion, housewife skills, and literacy in Spanish and Latin. She was a well-read child and she watched her parents deal with diplomatic and militaristic issues. In 1489, arrangements were made between Spain and England that betrothed Catherine of Aragon to Arthur, Prince of Wales, who was next in line to receive the English crown. This betrothal was made in order to keep the peace between two of the most powerful nations of Europe.
Tragedy struck the family in 1498 when Catherine's sister, Isabella, Queen of Portugal, died in childbirth. Although this tragedy hurt the royal family of Spain, in 1501, Catherine left Spain for England to marry Prince Arthur. They were married on November 14, 1501. The marriage was short because Arthur had died on April 2, 1502.
Her first marriage created much debate on whether or not it was consummated, because Catherine agreed to a second marriage to Arthur's brother, Henry VIII. Financial matters dealing with Catherine's dowry and King Henry VII kept the two from marrying until the king's death on April 21, 1509. Catherine and Henry VIII were married on June 11th, 1509. Henry was then crowned on June 24th, which made Catherine, Queen of England.
Catherine was very much an ideal queen. She was supportive of her husband, and like him, she enjoyed music and dance. As queen, Catherine managed the royal household, cared for Henry's linen and wardrobe, ran her own estates, and often supervised in royal business. She also took time and effort to provide the poor with money, clothes, food, and fuel in the winter. She was the only person Henry could confide to in the first few years of their marriage. For the first five years of their marriage, Catherine acted as the Spanish ambassador to England quite successfully on her own. She held off a Scottish rebellion in England while King Henry was off to war in France.
Queen Catherine bore six children, only one of whom had survived. This was Princess Mary, who would later become Queen Mary I of England also known as "Bloody Mary". The birth of her daughter, was a time of joy for Catherine, but her father, King Ferdinand of Spain had passed soon after. Henry was obsessed with producing a male heir to the throne in order to continue the Tudor dynasty. It became evident to Henry that Catherine would not be able to give him a son. Consequently, Henry tried to secure an annulment of his marriage with Catherine from Pope Clement VII. Catherine was initially given the opportunity to leave Henry VIII peacefully by living out her years in a nunnery. She chose to fight it out in the courts, which ruled against her. Had Catherine acted differently, the religious reformation would have been delayed or might not have come to England at all. The pope would not agree to the annulment so Henry decided to resolve his dilemma by having the archbishop of Canterbury declare his marriage with Catherine null and void on March 30, 1534. Henry then took Anne Boleyn as his new queen. Henry VIII had split away from the Catholic Church and formed the Church of England, and put himself as the head of the church.
Catherine lived out her life at Kimbolton, secluded from Henry and her daughter, Mary. Catherine died on January 7, 1536, at the age of fifty.
Catherine of Aragon had changed the course of history. Had it not been for her, the Protestant Reformation might not have occurred in England. Although, many might think that it was unfortunate for Catherine that Henry had their marriage annulled, it was lucky for her that she did not suffer the same fate as Anne Boleyn and Katherine Howard. And her daughter Mary, did become Queen of England.
